nah they have nothing to deal with those problems, they just set standards for the no child left behind testing and shit(where get this they make you take standardized tests to try and show that your school is upto the same standard as other schools because before that they didnt do shit to verify that)
but did have the same teachers crying about they have to now work for their money now(like if they do a shit job and school tests poorly get less federal monies, although can still tax whatever from local) while they are like 26 right out of college with a house and a new car, look at me im poor
is at local level like police, where they set individual budget amount etc, can raise property taxes to get more budget
if they refused to take the money they probably been doing it like that for ever and the parents keep voting for the same people in their city/county elections

ye least at the school districts in my state seemed alot of accumulated time besides the summer break stuff, remember had a teacher with over a year of school in vacation days lol off them rolling over for like 20 years or something
depends on areas though im sure, some probably do have lower property taxes and dont pay as good, i mean have had teachers get doctorate degrees and stuff just because they could, they were still only ever gonna teach second grade, that i dont think they are all super poor, if you can afford that
