Might replace those 3TB drives anyway sometime in the near future. Ever since I changed the power saving options for HDDs the clicking every 3-5sec is back…

They did this before. And it’s not really a clicking, more a “creaking”, like a really, really short movement of the read head.
I’ve heard the click of death before and that’s definitely not it.
And it’s also not in exact intervals.
The “put drives to sleep after x minutes” also doesn’t seem to work properly cause something randomly makes them spin up when I’m not even accessing any of them.

Do you have Steam running on that machine all the time? iirc Steam on Windows will randomly spin up all the drives even if there isn’t a library on them.

By the way web cams record at a variable frame rate.
Adobe Premiere will import the audio out of sync with the video.
How you get around this is to use handbrake to convert the video to have a constant frame rate.

think you can in the recording software. most webcams ive used have been constant frame rate so

That would’ve been my next guess -> let another program take control over the webcam (as no-no as this sounds).

I’ve do V4L2 capture for webcams in OBS and never and any issue setting the framerate. usually lets you set it from 25-60 fps depending on resolution.
